Abstract: The aim of this work is to deepen the theoretical and methodological foundations for defining the role of motivation and the mechanisms of proactive risk management within the ecosystem of human-centered economic security. Based on the analysis of recent scientific studies and reports from international organizations, a crisis of traditional security approaches, which focused on asset protection and macroeconomic stability, has been noted, alongside the growing importance of a human-centered approach emphasizing the creation of a safe work environment and other living conditions. It has been determined that incorporating motivational mechanisms that take behavioral characteristics into account is an efficient means of enhancing proactivity in risk management. It has been demonstrated that under the conditions of the war ongoing in Ukraine, when critical infrastructure and financial resources are under constant threat, the emphasis shifts to human capital. The dynamics of integral indices (FSI, GPI, HDI) for 2021–2024 were analyzed, confirming the critical state of Ukraine's security environment and its reliance on external support and the resilience of human resources. It was identified that the key threats to the economic security of Ukrainian enterprises in 2025 include not only direct military risks but also staff shortages, psychological exhaustion of staff, social polarization, and cognitive distortions in decision-making (the loss aversion phenomenon). The need to integrate motivational mechanisms into the risk management system is substantiated. Motivation is viewed by the authors not as an HR function but as a security tool, enabling the mitigation of insider threats and enhancing business resilience. The article systematizes the differences between traditional and human-centered approaches to security, where the priority is the protection of the team, mental health, and the creation of new meanings. Practical tools for proactive risk management have been proposed, including: the creation of analytical platforms (nerve centers of risk) for aggregating threat data, including human threats; the implementation of digital cyber hygiene programs; and the development of a stability model through resilience and an inclusive economic security framework for all, where the enterprise assumes some social functions of the State.
