Abstract:
The aim of the article is to substantiate the features of the influence of external environmental factors on the process of reforming local self-government bodies in the context of decentralization of public authority in Ukraine. The article provides a substantive characterization of the concepts of «reforming» and «reform» and states that they are characterized by the legality of transformative innovations and legislative changes. The article asserts that legislation is a factor of direct (immediate) influence on the process of reforming local self-government in the context of decentralization of public authority in Ukraine and its orientation, as well as on the composition of the subjects involved in this process. Referring to the resolution of the Cabinet of Ministers of Ukraine «On Approval of the Action Plan for Reforming Local Self-Government and Territorial Organization of Power in Ukraine for 2024-2027» dated March 26, 2024, No. 270-р., the tasks set out by this document are outlined. These tasks «highlight» the direct impact factors on the reform process of local self-governance within the context of decentralization of public authority in Ukraine. These factors include: institutional (creation of the prefect's institution); functional-authoritative (division of local self-governance powers into own and delegated); financial (granting local self-governments additional powers for administering local taxes and fees); informational-communication, methodological and methodological (introduction of local statistics); digitalization and digital transformation (updating work methods by using new technologies (social, mobile, digital)); professionalization of personnel (forming a competitive professional service in local self-government bodies); internal motivation of employees to develop their professional skills (the desire to learn professionally, grow, and enhance professional competence); public influence and participation (development of public monitoring and control); sustainable development (systematic consolidation in documents and regulations of local self-government regarding issues of environmental responsibility and environmental safety of citizens; defining clear functional responsibilities of all stakeholders for ensuring the sustainable development of the territorial community). Special emphasis is placed on the fact that the reform process of local self-government in the context of decentralization of public authority in our country, both today under wartime conditions and in the post-wartime period, should be carried out in close connection with the processes of ensuring legal, economic, social, environmental, and energy security. This is substantiated by a list of conditions that will promote the development of a sustainable, safe environment for territorial communities as important tasks for modernization (local self-government bodies must: make decisions based on a comprehensive analysis of existing threats, a deep understanding of local problems and the needs of residents; cooperate with law enforcement agencies, the public, and local institutions to ensure public safety; work on developing innovative mechanisms for information exchange and interaction among different entities in the field of security).
