Abstract:
The aim of the research is to diagnose the problems of Ukraine’s investment climate and outline effective ways to attract investors for the implementation of infrastructure projects in the post-war period. The article examines current trends and challenges accompanying the process of investing in the infrastructure development of Ukraine under martial law and in the context of future post-war reconstruction. The author substantiates the key role of infrastructure investments as a multiplier of economic growth, a source of job creation, and a means of integrating the country into the global economic space. The specifics of infrastructure financing under crisis conditions are analyzed – political instability, destruction of critical infrastructure objects, budget resource shortages, as well as the imperfections of the regulatory legal environment which diminish Ukraine’s investment attractiveness. Special attention is paid to the assessment of the efficiency and potential of public-private partnerships as one of the key tools for attracting investments in strategic infrastructure projects. Examples of international experience are provided, and the necessity of adapting it to the realities of Ukraine is substantiated. The main problematic aspects that hinder the development of infrastructure investment are highlighted: instability of tax policy, corruption barriers, lack of investor protection guarantees, weak development of the financial market, and lack of long-term financial instruments. Based on the analysis, a number of strategic solutions are proposed to improve the mechanisms for infrastructure financing, including enhancing the transparency of public policy, supporting green investments, digitalization of project management, and reforming the judicial system. The author emphasizes that an efficient investment strategy should integrate the State planning, private capital, and international technical assistance, creating synergy for sustainable economic growth. The results obtained can be utilized in the process of shaping the State investment policy and developing tools for the country’s economic recovery.
