Abstract:
The martial law, the ongoing transformation of the economy considering the gradual transition to innovative development, the spread of digitalization, and the formation of a knowledge economy create conditions for domestic organizations that encourage them to improve their level of competence. Only a competent organization demonstrates resilience and flexibility, having competitive advantages over other organizations. The aim of this article is to study the theoretical and behavioral aspects and to construct a sequence for forming a competent organization by breaking down this process into components related to defining key competencies and their further development. In the course of the study, the works of domestic scholars have been analyzed, which addressed the most relevant issues concerning the identification and development of organizational competencies and the formation of a competent organization based on this. A decompositional approach has been applied to the study of the process of forming a competent organization, as well as situational and behavioral approaches to enterprise management using matrix analysis. It is determined that the formation of a competent organization represents a set of interconnected processes, including the processes of selecting key competencies for the organization and developing individual key competencies. A multi-level approach has been proposed for each of these processes, which involves defining the aspects of the process that correspond to specific actions, forms of manifestation, and characteristics. The examination of these processes has been conducted in terms of orientational, formative, and implementation aspects. The positions of management subjects (the managing subsystem of the organization) and employees (the managed subsystem of the organization) regarding the development of competencies were considered. On this basis, a matrix of scenario development of competencies has been constructed, and the opportunities in the field of forming a competent organization have been characterized depending on the position in the matrix. A sequence for the formation of a competent organization has been developed, combining the processes of selecting and developing key competencies. It is found that future research should focus on specifying the indicators that define a competent organization and conducting an assessment of its competence.
