Abstract:
The article examines the impact of economic resource heterogeneity on the trajectories of industrial park development in the regional context of Ukraine. The aim of the article is to study the influence of economic resource heterogeneity on the trajectories of industrial park development in an unstable environment, with a focus on the spatial unevenness of resource provision in Ukraine’s regions. It is substantiated that spatial-resource unevenness is a critical factor in shaping strategies for industrial parks and regional policy. The diversity of economic resources among the regions of Ukraine is complex and includes financial, human, energy, and investment components. Based on statistical data, key indicators of resource provision in the regions have been analyzed – financial results of industrial parks, employment, unemployment rate, average wage, and volumes of capital investments. It has been determined that the highest concentration of economic potential is concentrated in a limited number of regions – Kyiv, Dnipropetrovsk, Lviv, and Kharkiv regions, while other regions have significantly less access to basic resources, which limits their development. The essence of the concept of resource heterogeneity is revealed as non-uniformity in terms of quality, productivity, availability, and usability in conditions of an unstable socioeconomic environment. Special attention is paid to the methodology of cognitive modeling, which allows visualizing the complex system of interdependencies between resource factors and management processes. An authorial cognitive map of the factors for the development of industrial parks has been proposed, reflecting the causal relationships between financial accessibility, innovative potential, staff qualifications, infrastructure, partnerships, the flexibility of industrial parks, competition levels, and reputational capital. It has been proven that such a map can be used as a tool for strategic analysis, adaptive management, and forecasting the development of industrial parks in a heterogeneous environment.
