Abstract:
The article presents a comprehensive comparative analysis of the key challenges and prospects for human resource management in the construction and agrarian sectors of Ukraine in the context of post-war recovery and ensuring sustainable development. Special attention is given to revealing both common and specific issues that complicate the effective functioning of these strategically significant sectors. Among the main challenges faced by both sectors, the following are identified: a critical shortage of qualified workers, exacerbated by migration processes and demographic changes; a low level of digital literacy among staff, which hinders the implementation of modern technologies; a lack of a systematic approach to strategic human resource management (HRM); and limited inclusivity of the working environment that does not take into account the needs of different population groups. In order to overcome the identified problems, a conceptual framework for sustainable human resource management has been proposed, focused on the needs of the real sector of the economy. In addition, the article examines the potential for intersectoral exchange of HR practices, which can promote the mutual enrichment of experiences, adaptation of best solutions, and enhancement of workforce flexibility. Such exchange is regarded as one of the key factors in increasing the resilience of the labor market and strengthening social cohesion during the post-crisis transformation of the Ukrainian economy. In conclusion, it emphasizes the necessity of joint efforts by the State, business, and educational institutions to create an HRM system capable of addressing the challenges of the present and future.
