Abstract:
The aim of this article is to provide a theoretical substantition of the approaches to managing the resilience of territorial communities in the United States and European Union countries, as well as to identify the possibilities of their adaptation to the Ukrainian context. In this study, resilience is conceptualized as the capacity of communities to adapt to external challenges, effectively respond to crises, and recover with minimal losses. The theoretical foundations of resilience are examined within the framework of modern public governance and the development of territorial communities under conditions of uncertainty. The article analyzes the experience of implementing leading international initiatives and programs, including “100 Resilient Cities,” RESILOC, and RESCUE, as well as the recommendations of the EU Urban Agenda and the European Commission regarding the strengthening of municipal resilience. Special attention is devoted to institutional mechanisms for ensuring resilience, in particular strategic planning, the implementation of multilevel governance, and the integration of risk management with sustainable development strategies. The importance of collaborative interaction between public authorities, civil society institutions, the private sector, and academic institutions is emphasized. The study identifies key practices that have proven effective in municipalities of EU and U.S., such as the establishment of crisis management centers, the development of local climate adaptation plans, the digitalization of security governance, and the implementation of public awareness and education programs. The article proposes directions for improving public governance of resilience in Ukraine through enhanced institutional stakeholder cooperation, the development of digital risk management platforms, and greater community involvement in decision-making processes.
