Abstract: The article explores the evolution of Ukraine’s public procurement system reform under the influence of European integration requirements and martial law. The relevance of the topic is driven by a critical budget deficit amid contemporary challenges (over 33% of GDP), necessitating the search for new tools for fiscal resilience. Public procurement is considered a strategic channel for the utilization of foreign aid (EUR 187 billion from the EU and USD 88.2 billion from the World Bank), which requires transparency and compliance with the standards of the Ukraine Facility program. The aim of the study is to substantiate financial mechanisms for modernizing procurement to enhance the efficiency of budget expenditures and harmonize national legislation with EU assessment standards. The study employs a systemic analysis of public finance architecture, a comparative analysis of EU countries’ experiences (particularly Estonia regarding «European thresholds»), and a problem-oriented analysis of legislative innovations (Law No. 4510-IX). The study is based on K. Bovis’s conception and modern approaches to public debt management. An institutional gap has been identified: in 2024, only 10% of budget expenditures were covered by Prozorro procedures, indicating the predominance of non-competitive mechanisms due to security risks. The necessity of implementing a «value for money» model and considering the lifecycle cost (LCC) is substantiated. It is demonstrated that the development of public finance management mechanisms should rely on the automation of risk management and enhanced oversight by the Ministry of Finance. It has been found that optimizing budget resources directly contributes to socioeconomic development through support for vulnerable groups and veteran-owned enterprises. The role of the Debt Agency in systematizing information flows for the transparent use of donor funds is highlighted. Further harmonization of legislation with the requirements of the Ukraine Facility is crucial for reconstruction according to the «Build Back Better» principle. This requires the professionalization of personnel and the integration of Prozorro with European platforms. Prospects for further exploration lie in developing tools to evaluate public-private partnership (PPP) projects financed under the Pillar II Ukraine Facility.
