Abstract:
The article examines the process of transforming the regional economic security system in the context of war and post-war recovery. It is determined that the effective functioning of the system of economic security requires a revision of strategic priorities, structural reorganization of managerial and organizational components, diversification of the resource base, and modernization of management mechanisms in accordance with new challenges and threats. The feasibility of forming an adaptive, flexible, and well-coordinated system of regional economic security capable of promptly responding to hybrid risks, wartime disruptions, and economic imbalances is substantiated. The study reveals the structural and functional aspects of building the economic security system, particularly the need to balance managerial powers, develop the potential of critical infrastructure, enhance human capital formation, and attract investment resources, including from international partners. The key criteria ensuring the efficiency of the regional economic security system are formulated – resilience, efficiency, balance, reliability, analytical capacity, proactivity, and recovery ability. It is determined that the regional economic security system functions as an intermediate link between the micro- and macro-levels of national security, which necessitates the creation of integrated information and communication connections to strengthen the coherence of managerial decisions. The main prerequisites for the transformation of the regional security system are substantiated as follows: the need to change conceptual approaches to public administration, mobilize all types of regional resources, strategically reorient the economy toward the military-industrial sphere, develop international partnerships, improve logistical connections, and introduce innovative mechanisms for risk monitoring. It is proved that the formation of an effective regional economic security system is a key condition for ensuring the stability of socioeconomic development, increasing the resilience of regional economies to external influences, and accelerating Ukraine’s post-war recovery.
