Abstract:
The aim of the article is to examine the key features of the formation of the global innovation market after the end of the bipolar system of international relations through the lens of competition among regional leading countries for the status of «superpower». By analyzing, systematizing, and summarizing the scientific works of domestic and foreign researchers, the evolution of conceptual approaches to defining the innovation market was explored, and the fundamental principles for assigning the characteristic of «science-intensiveness» to various types of economic activities were analyzed. Methods used include meta-analysis, synthesis, induction, deduction, and comparison, while relevant statistical data on gross domestic R&D expenditures and positions in the Global Innovation Index (GII) for countries selected as examples in the context of this study (the USA, Switzerland, China, Israel) were also aggregated and visualized. The fundamental elements of the GII were characterized, and its main manifestations of limitations were identified. The study founds that the indicator of total domestic R&D expenditure, although part of the core components for assessing innovation potential, is not decisive for ensuring a country’s leading position in the GII ranking, nor is it an automatic «guarantee» of its status as a «superpower» on the international stage. It is also found that the active use of AI by national governments, as a new form of the «arms race», is rapidly and uncontrollably gaining momentum as a new defining strategic resource for strengthening capabilities in both global security and political architecture. The most relevant directions for further research in this area include analyzing the impact of new technologies on the transformation of traditional forms of international cooperation and determining the criteria for technological leadership amid the total crisis of the current geopolitical and geo-economic reality.
