Abstract:
This article examines the organizational structure of food safety management systems in the agri-food supply chain as a key element in ensuring quality and protecting consumer health. It covers the interaction of all participants in the process – from raw material producers and processing enterprises to logistics operators, temporary storage facilities, exporters, and distributors. The relevance of the topic is determined by several factors. First, the increasing consumer demand for quality and transparency of food origins, which requires companies to comply with international standards and implement integrated management systems. Second, the harmonization of Ukrainian legislation with European Union food safety regulations, which obliges producers to organize internal control systems at all levels of production and supply. Thirdly, through the development of an effective organizational structure of food safety management systems, which helps enhance the competitiveness of domestic products in international markets. It has been determined that the efficiency of such a system directly depends on clearly defined tasks, functions, and responsibilities of each participant, proper documentation of processes, and the implementation of globally recognized standards (HACCP, ISO 22000, etc.). A list of the main problems in establishing supply chains for agri-food products in Ukraine under martial law has been substantiated: destruction of transport infrastructure, logistic risks and transportation hazards, especially within Ukraine, dependence on Western borders, fuel and energy shortages, instability of regulatory and legal frameworks, personnel shortages, and extremely limited access to financing. The focus was placed on the need to seek new modern solutions to adapt Ukraine’s transportation system to address the aforementioned challenges, particularly through the implementation of digital technologies in logistics, route diversification, development of alternative transport modes, and international cooperation. It has been shown that particular attention should be given to an approach that considers risks and allows for the identification and minimization of hazards at each stage of agricultural product movement. Thus, an optimized safety management structure not only enhances the competitiveness of agrarian products in domestic and international markets but also helps build trust among consumers and international partners. It forms the foundation for the sustainable development of the agricultural sector and serves as an important tool for integration into global supply chains.
