Abstract:
The article provides a comprehensive analysis of institutional mechanisms for ensuring the security of human capital development in Ukraine amid military confrontation and profound socioeconomic transformations. It is emphasized that human capital is a key resource for the country’s sustainable development and a factor in its competitiveness in the globalized world. The article identifies contemporary threats – armed conflicts, mass migration, demographic imbalances, economic instability, and the deterioration of education and healthcare – as significantly undermining the nation’s potential. The article argues for the need for a comprehensive reconsideration of the role of State and non-State institutions in creating a protective environment for preserving and developing human capital. The external and internal factors influencing labor potential have been analyzed, and the key institutions shaping the infrastructure for supporting human capital have been identified: the education system, healthcare, the labor market, social insurance, and the government policy of employment. It is emphasized that the institutional capacity of the State is a decisive condition for the safe development of human resources, while non-State structures – business, civil society organizations, and international institutions – play an important complementary role, creating a synergistic effect in the human capital management system. Special attention is paid to the digitalization of public services, the development of innovative forms of education and vocational training, and the improvement of health and social protection systems. The author stresses the importance of integrating inclusive and security approaches into human capital development policy in the post-war period. It has been concluded that effective human capital management should become a strategic priority for the State, as economic security, social cohesion, and the country’s ability to recover and modernize depend on it. The practical recommendations provided include strengthening social policy, creating a favorable investment climate, supporting high-tech industries, and developing partnerships between the State, business, and civil society. Ensuring the security of human capital development is considered not only a condition for national survival but also a basis for Ukraine’s integration into the global knowledge economy.
