Abstract:
The article addresses the pressing issue of finding ways to increase the effectiveness of the science institution in modern Ukraine, developing scientifically grounded proposals for enhancing the management system of the scientific and technological sphere, and strengthening the impact of scientific activities on the dynamics of innovation processes. It is demonstrated that in recent times, science, advanced technologies, and innovations have lost their primary importance in the State policy, scientific achievements have been almost unused in economic practice, the science intensity of domestic products is at an unacceptably low level, and budget allocations for conducting scientific research are significantly below the standards established by Ukrainian legislation. It has been shown that a developed innovation infrastructure becomes a necessary condition under a long-term and consistent State science and technology policy, within which priorities for scientific and technological development are defined, essential resources are concentrated, support for research and innovation projects is provided, and international scientific and technological cooperation is actively promoted. It has been demonstrated that market mechanisms alone, without external regulators, not only fail to foster scientific and technological innovations but, more importantly, impede them, aiming not to change but to optimize the existing structures and relationships. Thus, the most important and practically the only condition for successfully addressing the complex problems of further development of Ukraine’s scientific and technological complex is the implementation of an active and consistent State policy in this field. All other necessary conditions and factors become secondary and derivative of this primary and most important one. It has been demonstrated that reforming the scientific and technological sector and implementing effective and efficient managerial levers within it should be an integral part of the overall reform of the country’s economy and social sphere, oriented towards the development of knowledge-intensive industries and services, as well as the establishment of an effective social and information policy that will stimulate demand for corresponding research and development, including to ensure the country’s high defense capability. Scientifically substantiated directions for strengthening the role of the State-based science and technology policy have been proposed, which include changing the State management system of the research and development sector, introducing a competitive funding system for R&D, expanding the autonomy of research institutions, and deregulating scientific activity. Taken together, these measures will confirm the decisive role of science as a driver of innovative transformations in the country’s economic complex.
