Abstract:
The article addresses the main issues related to the nature of contemporary transformational changes that affect all areas of social life. It is noted that the pension provision system faces new challenges driven by both demographic trends and the rapid development of digital technologies. At the same time, strengthening the role of social inclusion as a key principle for ensuring equal access to social benefits is forming a new paradigm in approaches to pension policy. Establishing an effective and sustainable pension system requires not only financial balance but also the ability to adapt to digital innovations and meet the needs of different social groups, particularly the elderly and persons with limited mobility. Therefore, the aim of this study is to identify the conceptual foundations for forming a pension provision system under the influence of digitalization and inclusion. The main methods used in this work include: the logical method, the comparative method, the method of generalization, methods of analysis and synthesis, methods of deduction and induction, and the graphical method for depicting specific elements of the research to visualize them. The study notes that digitalization in the field of social protection creates potential to enhance the transparency, efficiency, and targeting of pension services, while at the same time intensifying the issue of digital inequality. In this context, a conceptual rethinking of approaches to developing the pension system becomes necessary, taking into account the principles of inclusivity and digital transformation. Digitalization offers extensive opportunities for modernizing the pension system, promoting transparency, efficiency, and a personalized approach to service delivery. It is proved that inclusivity serves as a strategic guideline, enabling equal access to pension resources for all categories of citizens, regardless of their social status, place of residence, age, or physical abilities. Combining the principles of inclusion with digital governance tools creates the conditions for building a flexible, adaptive, and fair pension system capable of responding to contemporary challenges. Therefore, the effective development of a pension system in the context of digital transformation should be based on a holistic conceptual approach that integrates innovative technological solutions with the principles of social justice and accessibility.
