Abstract:
The aim of the article is to provide a comprehensive analysis of the essence and structural components of techno-economic substantiation and methods for risk assessment at this stage, taking into account the growth of uncertainty and the increase in negative impact. In the current business environment, characterized by significant adverse dynamics in the external environment, the application of risk assessment approaches at earlier stages requires adaptation and assessment of their feasibility. The relevance of the topic is determined by the need to enhance the adaptability and reliability of project and managerial decision-making under conditions of instability, limited resources, and heightened operational risk. The object of the study is the approaches to substantiating business decisions, in particular managerial and project decisions, whose feasibility requires adaptation to increasing uncertainty and risk. The article presents a systematization of the theoretical foundations for defining the principles of technical and economic assessment and technical and economic substantiation; their role in the logic of managerial analysis and decision-making is identified. The specifics of conducting technical and economic substantiations at the stages of strategic planning, decision implementation, and control are described. The article provides an overview of quantitative and qualitative methods for risk assessment in the context of assessing risk impact and accounting for decision-making uncertainties. The conditions for applying risk assessment methods during technical and economic substantiations as a preliminary stage of their assessment are outlined. Approaches and tools for risk management are characterized, including the development of anti-crisis strategies, the use of insurance and hedging mechanisms, and the implementation of flexible management models. The results can be applied in the practice of investment project management, strategic enterprise planning, as well as in operational activities when making business decisions.
