Abstract: This article examines how government institutions can and should ensure equal opportunities for different population groups in order to reduce socioeconomic inequality and promote sustainable societal development. The author analyzes the theoretical foundations of inclusive development, key determinants, and policy mechanisms that enable the integration of vulnerable groups – women, people with disabilities, internally displaced persons, ethnic minorities, and others – into the country’s economic life. Particular attention is given to the role of State policy components such as social protection, education and skills development, financial inclusion, support for small and medium-sized enterprises, regulatory and legal frameworks, and incentives for socially impactful innovations and investments. The carried out analysis shows that ensuring access to quality educational and financial services, developing social programs and insurance mechanisms, and creating a favorable business environment are critically important for broad segments of the population to actively participate in the economy. Key determinants of inclusive economic development include institutional capacity, transparency, partnerships between the State, business, and civil society, as well as the use of innovations and technologies. It is emphasized that the State should not only establish political frameworks but also respond to challenges such as martial law, infrastructure destruction, and forced displacement. In the context of post-war recovery in Ukraine, priorities that take inclusiveness into account are important: incorporating financial aspects, inclusive investments, innovation and the creative economy, and gender equality. The following conclusions can be drawn: an inclusive economy can be a powerful driver of sustainable development, provided that State policy is clearly articulated, properly resourced with the necessary tools, ensures equal access to opportunities and services, supports vulnerable groups, stimulates economic activity through education and innovation, and responds adaptively, especially in times of crisis. Political decisions and government programs aimed at inclusion should not be seen as auxiliary or secondary – they are fundamental to building a fair, stable economic environment where everyone can implement their potential.
