Abstract:
The article proposes a framework for the post-war modernization of Ukraine’s industry, relying on a stimulating yet selective State policy with clear project selection criteria: support for high value-added exports, import substitution, logistics optimization and regional priorities, development of industrial infrastructure (energy, road and rail transport, ports, communications). The author emphasizes the importance of workforce quality, business partnerships with universities and research institutes, and the ability to attract and creatively implement foreign technologies. The tools of active industrial policy are outlined as follows: State participation in R&D, easier access to patents, tax and financial incentives for new production, an adequate FDI policy, and the development of professional skills and transport accessibility. In the context of EU goals («Europe 2030»: employment ?78% and R&D investment up to 3% of GDP), it is concluded that an integrated policy is needed, combining scientific-technological, environmental, and regional components. The Ukrainian experience of previous sectoral initiatives is critically assessed: the experiment in the mining and metallurgical complex (1999–2000), the program to stimulate the automotive industry (1997–2007), and government programs in aircraft manufacturing did not ensure sustainable modernization due to the dominance of fiscal incentives and protectionism over structural changes, insufficient funding, and external economic conditions. Reconstruction goals are defined as follows: GDP growth of 6–9% and industrial production growth of 8–10% per year for at least 10 years, increasing the share of manufacturing to ?30%, integration into global value chains, and the creation of approximately 2 million jobs. Necessary prerequisites include the rule of law, judicial reform, deregulation of investment procedures, genuine anti-corruption measures, competition, macroeconomic stability, as well as the urgent restoration of critical infrastructure. In the corporate sector, it is proposed to complete the corporatization of large and some medium-sized State-owned enterprises (SOEs) into public joint-stock companies with independent supervisory boards, KPI-oriented and depoliticized management, and enhanced information disclosure; to privatize most small and medium-sized SOEs, leaving exceptions for research institutions to be repurposed as certification centers (particularly through public-private partnerships). This combination of investment incentives and institutional reforms should ensure sustainable industrial recovery and increased competitiveness.
