Abstract:
The article examines and explores the characteristics of the functioning of Ukraine’s transport infrastructure in the context of the impact of external environmental factors. Methods of PESTLE and SWOT analysis are proposed to determine the influence of these factors, with the aim of integrating them into a gravity econometric model for analyzing cargo flows in Ukraine’s transport network. For a comprehensive analysis of external environmental factors affecting the functioning of transport infrastructure, it is advisable to use the PESTLE analysis method, as it provides a broad analytical study of the main areas of influence, helps identify risks and opportunities, and supports strategic forecasting and management. The application of SWOT analysis allows assessing which aspects need to be strengthened, what gaps exist, and what opportunities are available for further development. It has been determined that applying the proposed model is appropriate at lower (regional) levels, as well as on specific sections of the State border to model cargo flows between two countries. The study reveals and describes the causal relationships between influencing factors and cargo flows. The author demonstrates that using the gravity model allows the construction of effective development scenarios and the making of rational managerial decisions. The article proposes a clear division of factors into two main groups: variables, which determine the potential for generating and absorbing transport flows and the generalized «distance» between them (time, cost, border delays, security risks, environmental restrictions, non-tariff regulations, etc.); and constants, which determine the format of possible international interactions (capacity and number of border crossing points; interaction between railway networks, taking into account the difference in rail gauges 1520/1435 mm; distance from border crossing points to ports and TEN-T corridors). It is found that efficient development of transport infrastructure and the implementation of appropriate investment projects ensure the growth of trade freight flows and contribute to the economic development of such regions.
