Abstract:
The article is dedicated to examining the geopolitical redistribution of Ukrainian human capital caused by military actions in Ukraine, its impact on the national human resources security system, and the substantiation for factors encouraging the return of human capital in the context of strengthening Ukraine’s State resilience. Increasing the share of human capital within the structure of national wealth is a key condition for accelerating economic growth and enhancing the economy’s competitiveness in the context of postwar recovery. The main challenges associated with the massive loss of human capital for Ukraine have been identified, including the outflow of highly qualified specialists, demographic imbalances, regional workforce disparities, staff shortages, and weakening of the State’s institutional capacity. The implications for the countries receiving Ukrainian migrants are outlined, including integration challenges, stress on social systems, and labor market transformations. The economic and social benefits for host countries have been substantiated, including the strengthening of labor potential, filling deficit professional niches, increasing tax revenues, and developing human capital through educational integration. A SWOT analysis of the consequences of the geopolitical redistribution of Ukrainian human capital has been conducted, which made it possible to outline strategic risks for postwar recovery and identify potential opportunities for institutionalizing policy to ensure national workforce security. Factors that may encourage the return of Ukrainian citizens have been identified, including security guarantees, infrastructure restoration, job creation, competitive wages, efficient State reintegration policy, and prospects for professional self-realization. The obtained results provide an analytical foundation for the development of a State strategy for the preservation, restoration, and growth of human capital as a key resource for national security and sustainable socioeconomic development of Ukraine.
