Abstract:
This study continues our previous work on energy security. Therein, we sought to generalize the emerging trends in the energy sector. We argue that research on energy security, its economic content, and its impact on the economy and society must be linked to national and economic security as the resultant function of this influence. The article reviews recent contributions by Ukrainian and foreign scholars devoted to economic security, the development of this definition, its place in the security system, strategic planning, and economic competitiveness. An analysis is conducted of regulatory models in the field of economic security in the EU, the USA, Japan, and China, as key centers of the global economy and politics. A comparison of approaches in the legislation of Ukraine and other countries regarding economic security has revealed reserves for changes in Ukraine’s regulatory framework. Further, the study provides a key characterization of Ukraine’s regulatory and legal framework on energy security. It is proved that energy security in the EU, the USA, Japan, and China is regulated by a complex of normative and legislative acts that define development strategies, the protection of critical infrastructure, and the transition to green energy. A comparison of the regulatory framework on energy security in Ukraine and the aforementioned countries highlights that Ukrainian legislation in this sphere is gradually harmonizing with European standards, but still requires stronger instruments for protecting critical infrastructure and developing the technological base. A conceptual model of energy security is presented, offering a novel perspective on the system of measures, the central premise of which is the decentralization of energy sources, the minimization of generation facilities, and the maximization of local resource utilization. The proposed model establishes a four-level system of energy security of the macro-, meso-, mini- and nano-levels, synthesized into a holistic paradigm of decentralized energy. Key characteristics of each level are outlined. For the first time, the nano-level is proposed to be allocated within the energy security system, defined as the level of the individual and household. Attention is also drawn to local energy systems, which constitute the mini-level of energy security within municipal and community spaces. Overall, this conceptual model of energy security enables the formation of a multi-level resilience system, where each level reinforces the other from State policy to individual decisions.
