Abstract: Ukraine’s promotion of ideas and principles of sustainability on all global platforms is reflected in and implemented through adopted legislative documents, as well as embedded in the priorities and development directions of all sectors of the national economy, among which the metallurgical industry occupies an important place. The integration of the principles of a green economy based on sustainability into the public management system of spatial development is crucial for the formulation of strategic documents at the national, regional, and local levels, which is manifested in territorial development programs and projects, and in the selection of efficient tools involving green initiatives for their further implementation. The aim of this article is to summarize theoretical and practical approaches to the efficiency of public governance in spatial development through the use of local and regional tools to support the development and implementation of green economy projects, particularly in the green metallurgy industry, for their subsequent use in the postwar reconstruction and rebuilding of regions and territories in Ukraine. The article examines global trends in implementing sustainable development initiatives under the framework of the green economy conception, analyzes current trends in the development of the green economy in Ukraine, and consolidates information on the use of local and regional tools in public governance to support the development and implementation of green metallurgy projects for the restoration of regions and territories of Ukraine. Taking into account the special conditions under which Ukrainian regions and territories operate during prolonged war, which negatively affect the environment (including levels of pollution, landmine contamination, air, water, soil and forest quality, and the preservation of flora and fauna species, among others) and pose dangers for the population to live and function in these areas, research into issues of sustainable development and the capacity to implement the principles of a green economy, particularly for the green metallurgy industry, becomes even more relevant. This is especially important considering the prospects for Ukraine and its regions regarding the future reconstruction and restoration of territories and sectors using modern technologies, European priorities, and the adherence to the principle of «better than it was», and so on.
Keywords: spatial development, sustainable development, public administration, green economy, green metallurgy projects, local and regional instruments, region, territory, regional policy, recovery policy.
