Abstract:
The article examines the characteristics of the seed and planting material market environment in order to determine strategic directions for its development in the context of implementing the objectives of the New Agrarian Policy. The methodological basis of this study is a comprehensive strategic analysis, which is based on tools such as SWOT analysis and PESTEL analysis (for assessing the external and internal market environment), as well as M. Porter’s Five Forces models to determine the competitive structure of the market. The strengths and weaknesses of this market, as well as the risks and opportunities for its development in the context of European integration during the postwar recovery period, have been identified. The significance and role of specialized associations in building agro-industrial sector markets are outlined through the formation of an integrated system of interaction among national producers of all resources involved throughout the entire value chain of creating a final product with high added value. The need for institutional changes to strengthen the coordination of grant support and the audit of resource potential has been substantiated. Special attention was given to the issue of restoring the market traceability system. It has been found that, in general, the seed and planting material market in Ukraine has high potential for sustainable development, provided there is a comprehensive combination of innovations, State support, strategic partnerships, and efficient risk management. The systemic development of this market not only ensures food security but also creates opportunities to enhance the competitiveness of Ukrainian agribusiness at the global level.
