Abstract:
Transport infrastructure is a determining factor in shaping the efficiency and competitiveness of Ukraine’s grain market, as it ensures the continuity of logistics chains from the producer to the end consumer. After the start of the full-scale invasion in 2022, the configuration of transport and logistics flows underwent significant transformations: there was a partial blockade of seaports, a reorientation of exportation routes to the western borders, and an increase in the load on rail and road infrastructure. This necessitated a reconsideration of approaches to assessing the state of infrastructure, particularly at the regional level. Traditional quantitative methods of analysis do not provide a comprehensive account of the qualitative characteristics of infrastructure and the degree of its compliance with modern market challenges. The article proposes a methodological approach to the integral assessment of transport infrastructure based on the Analytic Hierarchy Process (AHP) method by T. Saaty, which allows combining quantitative indicators with expert evaluations. The information basis of the study was the results of a survey of 13 specialists in the fields of logistics, transport, and the agrarian sector. Based on the results of pairwise comparisons, the weight coefficients of the key criteria were determined: availability of port infrastructure – 42%, density of the railway network – 28%, level of provision with elevator capacities – 18%, density of roads – 12%. The consistency indicator of expert judgments is characterized as high (CR = 0.01%), which confirms the reliability of the obtained results. Based on the calculated weights, an integral index of transport infrastructure development was constructed for 24 regions of Ukraine. The results indicate significant regional differentiation: the leading positions are occupied by the Odesa, Mykolaiv, and Dnipropetrovsk regions due to the presence of a strong port and logistics base, while the Kherson and Luhansk regions are characterized by the lowest index values, which is caused by significant infrastructure losses as a result of hostilities. The proposed approach allows identifying the «bottlenecks» of the transport system and can be used as a tool to substantiate the priorities of postwar recovery, improve logistics efficiency, and strategically plan the development of Ukraine’s grain market.
