Abstract:
The article is dedicated to the transformation of methodological approaches to IT project management under conditions of extreme uncertainty caused by the full-scale invasion and processes of intensive digital transformation in Ukraine. The analysis indicates that traditional management standards have lost their effectiveness under constant security and infrastructure problems, leading to a gap in methodology. It is substantiated that the resolution of this crisis occurred through the use of the PMBOK 8th Edition philosophy, where processes are oriented towards results and value for stakeholders and business. The scientific novelty of the work lies in the systematization of a five-level Resilience Management model, which is adapted to the realities of the domestic IT market. The authors detail each stage of resilience and fill them with specific tools, such as the NSPOF (No Single Point of Failure) policy and the ’controlled crises’ methodology (simulation management). The central element of the analysis was the validation of the conceptual model of the ’Ukrainian hybrid,’ which combines strategic governance based on PRINCE2 with the operational flexibility of Agile frameworks. This synergy allowed the implementation of the principle where the strategic goal of a project takes precedence over the formal scope of work. The efficiency of the developed approaches is confirmed by the numbers: despite military aggression, 98% of Ukrainian IT companies maintained operational continuity. This allowed the industry to achieve service exports of USD 7.3 billion for 2024–2025. The practical significance of the study lies in the possibility of exporting Ukrainian management technologies as a unique intellectual product to global markets with a high degree of geopolitical instability (in particular, countries in the Middle East). It has been determined that further automation of predictive resilience levels using artificial intelligence is a strategic development vector for the industry, which will strengthen Ukraine’s position as a global «digital tiger».
