Abstract:
The article examines the contemporary scientific approaches to understanding the paradigm of sustainable development of socioeconomic systems and substantiates the feasibility of considering them through the prism of managerial and institutional dimensions, which are viewed as intertwined ones. The relevance of the research is determined by the consideration that, in the context of military, social, environmental, and structural challenges for Ukraine, the traditional model of economic growth no longer ensures adequate development sustainability, whereas the implementation of the Sustainable Development Goals requires harmonization of strategic planning, public governance mechanisms, institutional rules, partnership practices, and result monitoring procedures. The methodological basis of the research consists of content analysis of international and national strategic documents, comparative analysis of the provisions of institutional economics and sustainable development management. It has been proved that the managerial dimension encompasses goal setting, strategy, coordination, resource provision, monitoring, and adaptation of decisions, while the institutional dimension covers the system of formal norms, organizations, distribution of powers, accountability mechanisms, and informal values that establish the rules of interaction among development actors. Based on the results of the carried-out comparative analysis, it was found that Ukrainian strategic-level documents sufficiently represent the target and institutional components of sustainable development, but they unevenly operationalize inter-level coordination, the system of performance indicators, and the integration of social, economic, and environmental priorities into managerial decision-making practices. The scientific novelty lies in the development of a structural-logical model of the sustainable development paradigm for socioeconomic systems as a synthesis of management mechanisms and institutional architecture. The practical significance of the results lies in the possibility of their use in the preparation of national, regional, and corporate strategies, recovery programs, cross-sectoral partnership documents, and systems for monitoring the performance of sustainable socioeconomic development.
