Abstract:
The article examines the strategic principles and priority directions of human re-source management in healthcare institutions that provide rehabilitation services. The relevance of the topic is driven by the growing demand for rehabilitation services, a shortage of qualified personnel, regional disparities in their training, and increasing requirements for the quality of medical care under modern socioeconomic and wartime challenges. The aim of the study is to substantiate strategic approaches to the formation and development of the human potential of multidisciplinary teams in the field of rehabilitation and to identify priority directions for improving human resource policy. The research employs methods of systemic and comparative analysis, generalization of scientific sources, and statistical data, which made it possible to identify key problems in human resource provision and outline directions for their resolution. The analysis results indicate significant regional differentiation in the training of specialists in the field of «Therapy and Rehabilitation», a concentration of personnel potential in large educational centers, and a trend toward its decline in certain regions. It was determined that efficient staffing depends on aligning educational programs with the needs of practical healthcare, developing continuous education, digitalizing HR processes, and implementing modern personnel management models. It is substantiated that strategic priorities include overcoming staff shortages, improv-ing the system of training and distribution of specialists, increasing the motivation of medical personnel, and integrating digital technologies into human resource management. The obtained results can be used to form efficient personnel policies in healthcare institutions and improve the quality of rehabilitation services for the population. The implementation of the proposed approaches will contribute to increasing the resilience of the healthcare system and its adaptability to modern challenges.
