Abstract: The article addresses the improvement of hazardous materials logistics in Ukraine under conditions of economic transformation and the transition to a circular development model. The aim of the study is to develop an integrated framework for the implementation of U.S. HAZMAT logistics standards, based on a risk-oriented approach, digital control, and the principles of the circular economy. The research methodology is grounded in the synthesis of international regulatory approaches, in particular the standards of the Pipeline and Hazardous Materials Safety Administration, as well as contemporary conceptions of circular supply chains, employing methods of comparative analysis and case-based generalization. The findings indicate that the HAZMAT logistics system in Ukraine is characterized by fragmented control, insufficient infrastructure, and a low level of digitalization. The proposed integrated model encompasses regulatory, digital, and circular management dimensions, contributing to enhanced safety and resource efficiency. The practical significance lies in the development of recommendations for government authorities, businesses, and logistics operators. Prospects for further research are associated with the advancement of digital platforms and the application of artificial intelligence in HAZMAT logistics.
