Abstract:
In the article, a methodological approach to assessing the energy saving management strategy effectiveness at construction enterprises of Ukraine is developed. It is noted that in the conditions of modernization of the economy of Ukraine and the growing cost of energy resources, the sustainability of construction enterprises directly depends on the effectiveness of energy saving management strategies. The evaluation of such strategies requires a comprehensive consideration of a multitude of factors, since their synergistic effect is obvious, however, the degree of influence of individual components differs significantly. This determines the necessity of developing an integral methodological approach that combines expert evaluation and econometric modeling for accurate forecasting of energy saving results. When building a well-founded methodological approach to assessing the efficiency of the energy saving management strategy at construction enterprises of Ukraine, the task was set to form a plan for a step-by-step reduction of energy costs by economic entities. It is found that the assessment of the weight of analytical-normative, organizational-managerial, technical-technological, and financial-economic blocks is a complex task of decision theory, because it requires taking into account a number of factors, the assessment of which can be represented by both numerical multi-dimensional characteristics and non-numerical qualitative characteristics. When assessing the efficiency of the energy saving strategy at construction enterprises of Ukraine, the author proposes to take into account physical-technical parameters and the human factor when forming a modified Cobb-Douglas function. According to this approach, it is possible to comprehensively describe the components of the functions of capital, labor, energy efficiency, and materials that correspond to the specifics of the functioning of precisely construction enterprises.As a result of the developed methodological approach to assessing the efficiency of the energy saving management strategy at construction enterprises of Ukraine, which integrates the method of hierarchy analysis and the modified Cobb-Douglas function, the key role of the organizational-managerial block and the human factor has been determined. It is proved that setting up regular monitoring, motivation, and professional development of personnel ensures several times higher economic return than direct investments in the purchase of equipment or materials. The negative elasticity coefficient of energy resource costs confirms that reducing their specific consumption directly increases the total income of the enterprise.
