Abstract: Industrial parks are one of the key instruments of State industrial policy aimed at modernising the manufacturing sector, stimulating employment, and fostering regional development. In the context of a wartime economy and the imperative of postwar reconstruction, the role of this instrument in Ukraine is becoming increasingly significant. The aim of the article is to assess the current state and identify development tendencies of industrial parks in Ukraine based on data from the Industrial Parks Register and reporting materials of the Ministry of Economy. The article examines: the dynamics of quantitative growth of the Industrial Parks Register and the volume of attracted investments; the regional distribution of parks across three macro-regions – Western, Central-Northern, and South-Eastern; the ownership structure of land plots and management companies; the classification of industrial parks by area; the sectoral specialisation of parks; the functional status of industrial parks as measured by the attraction of residents and other economic entities; the infrastructure readiness of parks in terms of key engineering utilities; land use, development, and local incentive models for residents; and the logistical characteristics of park locations. The study identified several key findings. First, a significant gap exists between the formal registration indicators and the actual operational status of industrial parks: only approximately one-third of the 106 registered parks have active production residents, while the remainder persist as "theoretical projects" due to the absence of developed engineering infrastructure and ineffective management. Second, the geographic distribution of industrial parks reflects wartime realities: 56.6% of parks are concentrated in the Western macro-region, where security conditions and proximity to EU borders create favourable conditions for the location and relocation of production facilities. Third, the dominance of municipally initiated parks (over 35% of all parks) does not guarantee operational efficiency: private management companies demonstrate higher resident attraction rates owing to their commercial orientation and build-to-suit development practice. Fourth, the most critical infrastructure barrier identified is the gap between projected and actually available electricity supply capacity, which precludes the accommodation of energy-intensive industries in the vast majority of registered parks.
