Abstract: The aim of the article is to substantiate the role of ESG management as an institutional platform for the green economy of regions in the context of postwar recovery in Ukraine and to develop a conceptual model of regional ESG management. The article explores the conceptual foundations of ESG management at the regional level and emphasizes its fundamental difference from corporate ESG: while corporate ESG is a tool for managing risks and investor relations, regional ESG management acts as a quasi-governmental mechanism for structural transformation of the economic system of an entire region. The dual function of ESG management in postwar recovery is also identified: attracting international ESG funding and ensuring low-carbon transformation of regional economic complexes. A comparative assessment of ESG readiness of Ukraine’s regions was carried out across three groups (West, Center, and North), taking into account the potential of renewable energy, the level of digital government (DTI, 2024), and investment attractiveness. Significant regional differentiation was identified: higher ESG readiness is characteristic of the Western and Central regions, while the frontline Northern regions need basic infrastructure recovery with built-in ESG standards. A conceptual three-block model of regional ESG management was proposed, covering: a diagnostic block (forming the region’s ESG profile based on E-, S-, and G-indicators), a strategic block (developing an ESG-oriented recovery strategy: green industrialization, socially responsible reintegration of IDPs, regional governance reform), and an operational block (financial and management tools: green municipal bonds, carbon pricing, regional ESG ratings, PPPs with ESG covenants, digital ESG monitoring). The synergy between ESG management and regional digital transformation through e-governance as the G-component of ESG has been revealed. It has been shown that compliance with ESG standards is practically a prerequisite for accessing international recovery funding from the EBRD, EIB, and specialized EU funds.
