Abstract: This article provides a comprehensive study of the essence and role of smart governance as a tool for enhancing the efficiency of national economic ecosystems under conditions of digital transformation and increasing uncertainty in the global environment. The relevance of the topic is driven by the need to develop new approaches to managing economic processes based on the integration of digital technologies, big data analytics, and institutional interaction mechanisms. The aim of the study is to provide a theoretical substantiation of the smart governance conception and to determine its impact on the efficiency of economic ecosystems at the national level. The methodological framework of the study is based on systemic, structural-functional, and comparative approaches, as well as methods of analysis, synthesis, and modeling, which made it possible to reveal the multidimensional nature of smart governance and identify its key characteristics. The article systematizes contemporary scientific approaches to the interpretation of smart governance, defines the features of economic ecosystems as an object of management, and substantiates the need to transition from traditional hierarchical models to network-based, digitally oriented forms of governance. The findings demonstrate that the implementation of smart governance contributes to improving the quality of managerial decision-making, reducing transaction costs, enhancing innovation activity, and strengthening coordination among economic actors. A conceptual model of smart governance is proposed, integrating digital platforms, data analytics centers, institutional interaction mechanisms, and performance monitoring tools. Particular attention is paid to the practical aspects of implementing smart governance in Ukraine, especially in the context of post-crisis and postwar economic recovery. The practical significance of the results lies in their applicability to the development of public economic policy, the design of digital development strategies, and the implementation of innovative management solutions. The scientific novelty of the study consists in the formation of an integrated approach to embedding smart governance into national economic ecosystems as a key factor in ensuring their resilience, competitiveness, and long-term development.
