Abstract:
The relevance of this study is driven by the need to enhance the capacity of territorial communities for sustainable development in the context of decentralization, increasing security challenges, limited financial resources, and growing demands for infrastructure modernization. In such conditions, a comprehensive diagnosis of infrastructure potential becomes particularly important as a tool for identifying strengths, problem areas, and development reserves of territories. The aim of the study is to diagnose the infrastructure potential of the Skhidnytsia settlement territorial community through a comprehensive assessment of the level of development of its infrastructure components, identification of problematic aspects of infrastructure provision, and substantiation of priority directions for its further development. The methodological basis of the study is a system approach, according to which the infrastructure potential of a territorial community is viewed as a set of interconnected municipal, engineering, transport, logistics, balneological, energy, digital, and investment-project components. The study used methods of analysis and synthesis, comparative analysis, statistical generalization, as well as monographic and graphical methods. As a result of the study, a comprehensive assessment of the infrastructure potential of the Skhidnytsia settlement territorial community was carried out, and the level of development of its main components was evaluated. It was found that the most developed component is the balneological infrastructure, which forms the basis of the community’s resort specialization and its competitive advantages. A sufficient level of development was identified for the municipal, road-transport, logistics infrastructure, and water supply systems. It was further found that the water supply systems, energy, and digital infrastructure need further modernization. An analytical approach was proposed for assessing the infrastructure potential of a community based on identifying strengths, problem areas, and opportunities for developing individual infrastructure components. Strategic development priorities were substantiated, which include modernizing basic life-support infrastructure, developing the resort and recreational complex, increasing energy resilience, digitizing management, and boosting investment and project activities. The practical significance of the results lies in the possibility of their use by local authorities when preparing strategic and program development documents, setting priorities for infrastructure modernization, planning investment projects, and forming mechanisms to improve the infrastructure and energy resilience of territorial communities.
