Abstract:
The article is devoted to the generalization of theoretical approaches to regional development smart specialization. The main stages of regional strategies building are analyzed considering smart-specialization requirements. The need to consider modern national and world trends when developing regional development conception is substantiated. It is determined that in modern conditions search of economic activity priority types in regions is an important task in view of the need to form growth points based on the use of the smart specialization conception. Existing approaches to determining the priority areas of small business activity are summarized, considering their importance in the process of determining leading types of activity by means of smart-specialization. The feasibility of choosing sectoral priorities for regional development is substantiated based on calculating the rank of the type of economic activity of small business by the rate of growth (decline) of certain indicators of its activity over the observation period. Considering the complexity and high degree of uncertainty of regional development against the background of the full-scale invasion, it is proposed to differentiate approaches to positioning the main aspects of smart-specialization in the wartime and postwar periods. It is proposed to consider challenges of different nature when forming directions of regional smart specialization, with their differentiation into three periods - pre-war, wartime, and postwar. In conditions of martial law, the conception of smart-specialization should focus on supporting critically important sectors of the economy, ensuring energy security, and preserving human capital. The expediency of considering the shift in the orientations of smart specialization in the postwar period towards structural modernization of the economy, intensification of investment and innovation activities, modernization of infrastructure, and strengthening of integration processes is substantiated.
