Abstract:
The article presents a conceptual and applied substantiation for assessing regional adaptability as a key factor in ensuring the competitiveness of territories under conditions of systemic structural transformations. The article highlights the theoretical foundations for forming an «adaptive fingerprint» of the territorial system in the context of resilience to external shocks and outlines key vectors for transforming regional economies in response to the challenges of digitalization, shifts in logistics chains, and the need for rapid technological renewal. The study analyzes contemporary scholarly approaches to measuring competitive advantages, including the experience of implementing domestic projects for monitoring the financial health and transparency of municipalities, with a focus on factor mobility and innovative activity. The research proposes an original model of integrated assessment that combines a system approach to analyzing regional disparities with a multi-level hierarchical system of sub-indices: economic flexibility, digital readiness, social mobility, and institutional resilience. Special attention is paid to the cyclical feedback mechanism, which reflects the cumulative effect of adaptation, where successfully overcoming current challenges strengthens the region's strategic position in the future. The model incorporates the use of specific indicators, such as business relocation activity and changes in industry specialization (NACE/KVED), enabling the identification of real business environment dynamics that often remain overlooked by standard statistical cross-sections. The results of model implementation are assessed through the development of a logical framework for transforming external impulses into a new quality of regional development, illustrating a transition from a static description of disparities to a deep analysis of the territories' capacity for self-renewal. Key determinants hindering adaptation processes are identified, including technological bottlenecks and institutional constraints. It is argued that with the application of the proposed hierarchical approach and continuous monitoring of adaptive capacity, integrated assessment can become a foundation for efficient managerial decision-making and the formulation of differentiated regional recovery strategies in the face of uncertainty and macroeconomic instability.
