Abstract: The article examines approaches to assessing the resource and production potential of nuclear energy taking into account the specifics of the life cycle stages of nuclear power facilities, including design, construction, operation, life extension and decommissioning. Existing approaches to assessing the potential of nuclear energy are mainly focused either on technical and economic parameters of power unit operation or on safety issues, while the relationship between resource constraints, production characteristics and the life cycle of nuclear generation facilities remains insufficiently formalized. This research addresses the identified gap. The aim of the article is to develop a comprehensive approach to assessing the resource and production potential of nuclear energy throughout the life cycle considering technological, organizational, economic and infrastructural parameters. The study applies a system approach, methods of structural and functional analysis, comparative assessment, life cycle approach and generalization of international IAEA approaches to nuclear resource management. The information base includes analytical materials of the International Atomic Energy Agency, the World Nuclear Association, and scientific publications on energy economics and infrastructure management. The study demonstrates that the structure of the resource potential of nuclear energy changes depending on the stage of the life cycle, while the most resource-intensive stages are design, construction and modernization of power units. It has been proved that the production potential of nuclear energy cannot be assessed solely through installed capacity or capacity factor, since the decisive influence is exerted by the fuel cycle, technical condition of equipment, human resources, digitalization level of control systems and parameters of long-term operation. An integrated structure for assessing nuclear energy potential combining resource, production and infrastructural components has been proposed. The scientific novelty of the research lies in expanding approaches to the assessment of nuclear energy potential through the integration of the life cycle of nuclear facilities into the system of economic analysis and management. The practical significance of the obtained results consists in the possibility of using the proposed approach for developing strategies for modernization of nuclear generation, planning long-term operation of power units, assessing resource needs and supporting managerial decisions in the field of energy security.
