Abstract:
In anticipation of the inevitable end of the Russian-Ukrainian war, questions about possible forms of foreign investment in the postwar recovery of Ukraine are increasingly being discussed. But in connection with the tariff policy of the United States, which is being implemented at the initiative of US President D. Trump, the overall picture of foreign investment in the world market is changing significantly, when capital invested in other countries is forced to return home due to new increased customs tariffs. This may indicate the end of the era of the global economy, the main players of which in the world market were corporations, and the beginning of a new trend, when the main actors in the market are governments of states, and which can be called «market etatism»? It is shown that with regard to foreign investment in Ukraine, three possible scenarios can be considered. According to common practice, foreign investment was carried out with the consent of two sides: a foreign investor as company or corporation and an Ukrainian recipient, which took place throughout the entire period of Ukraine's independence. With the beginning of the full-scale invasion of the Russian Federation into Ukraine, the organization of foreign investment in the postwar reconstruction of Ukraine was considered under new conditions, in the form of the so-called "Marshall Plan for Ukraine". But against the background of the new US economic policy on the world market, which ends the era of its globalization, new conditions are being created for the formation of an international investment fund for the postwar reconstruction of Ukraine under the auspices of the US with certain conditions for other participants to join it. This requires Ukraine to: 1) prepare an efficient project for the postwar reconstruction of Ukraine, which is most capable of using all the advantages of the introduced investment conditions; 2) create equal, transparent and as simple as possible conditions for participation in the postwar reconstruction project of Ukraine for the maximum number of Ukrainian companies; 3) conduct an examination of the proposals of Ukrainian participants under objective competitive conditions in order to create a single strategic plan for the postwar reconstruction of Ukraine.
