Abstract:
The article examines the Austrian model of strategic business management of freight transport and substantiates the directions of its adaptation for Ukraine. The study focuses on identifying the managerial, infrastructural, and organisational elements of this model that could be adapted in Ukraine, taking into account wartime risks, changes in trade routes, congestion at land borders, and integration into the EU transport market. The methodological basis of the study combines a system approach, comparative analysis, logical generalisation, and the study of strategic documents, statistical materials and analytical reports concerning Austria, the European Union and Ukraine. The results show that the value of the Austrian model is not limited to the high share of rail freight transport. Its main advantage lies in the coordinated interaction of long-term State strategy, terminal infrastructure, multimodal services, digital coordination, institutional cooperation and predictable conditions for transport and logistics companies. It is substantiated that the direct mechanical transfer of Austrian instruments to Ukraine is impossible because of different infrastructure conditions, railway gauge differences, wartime risks, limited investment resources and uneven development of border facilities. At the same time, for Ukraine can be of relevance: corridor-based planning, development of dry ports and multimodal border hubs, support for combined rail-road transport, digitalisation of customs and logistics procedures, support for regular intermodal services, and regular monitoring of results. The scientific novelty consists in interpreting Austrian practice as an integrated management model rather than a set of isolated infrastructure instruments, combining transport policy, logistics business logic, terminal infrastructure, and institutional coordination. The practical value of the article lies in formulating guidelines for public authorities, infrastructure operators and logistics businesses, concerning the shift from piecemeal crisis response to strategic integration into European supply chains.
