Abstract:
The article examines the theoretical and practical aspects of integrating communication strategy and HR management within the system of national security of the State under contemporary security challenges. The relevance of forming a comprehensive approach to human resource management and strategic communications in the context of digitalization of public administration, systemic threats, information attacks, and martial law is substantiated. The aim of the article is to substantiate the theoretical and practical foundations for the integration of communication strategy and HR-management in the national security system of the State, as well as to determine the directions for improving the efficiency of their interaction under modern security challenges. The study employs a set of general scientific and special methods, including analysis and synthesis, a systemic approach, regulatory and legal analysis, and the method of generalization. The informational basis of the research consists of Ukrainian regulatory and legal acts, strategic documents in the field of national security, analytical materials of public authorities, and scientific works of Ukrainian and foreign scholars. The regulatory and legal framework for strategic communications and personnel policy in the field of national security of Ukraine is analyzed. The role of strategic communications in ensuring public trust, information resilience, and coordination of public authorities’ activities is determined. At the same time, the efficiency of communication policy largely depends on the personnel potential of State institutions, the level of professional training of staff, the development of communicative competencies, and employees’ ability to operate under crisis conditions. The peculiarities of modern HR-management in the field of security and defense are revealed, particularly issues related to the development of professional competencies, digitalization of personnel processes, psychological support for staff, and the formation of personnel resilience. The main problems of integrating communication strategy and HR-management are identified, including insufficient coordination between personnel and communication policies, a shortage of qualified specialists, a low level of development of internal communications, and a high level of psychological pressure on employees. The study proposes directions for improving the integration of strategic communications and HR management based on a human-centered approach, the development of digital technologies, crisis communications, professional training, and the formation of a communication culture in the public administration system. Prospects for further research in this area are outlined, including the development of practical mechanisms for the digital integration of HR management and strategic communications, the study of artificial intelligence tools in the national security system, the improvement of crisis communications, and the formation of models of psychological resilience of employees under martial law and postwar recovery conditions.
