Abstract: Article is devoted to a comprehensive study of the financial control system for the implementation of renewable energy sources (RES) projects within the context of Ukraine’s integration into the European economic area. The aim of the article is to develop theoretical and methodological foundations for organizing a financial control system for RES project implementation. This involves substantiating the role of financial control as a strategic management tool, defining a multi-level model of interaction between State, corporate, and project structures, and integrating modern financial instruments into the control system. A comprehensive methodological approach is applied in the study, combining: systemic analysis (to construct a multi-level control architecture); statistical analysis and comparison of data from the IEA, the State Statistics Service of Ukraine, and NEURC for 2015–2024 (to assess the dynamics of RES development); and a critical analysis of the regulatory framework and operational implementation plans of the National Transport Strategy of Ukraine until 2030. Particular attention is paid to the multi-level control model, which includes the State level (regulatory support and regulatory stability), the corporate level (internal audit, compliance, and strategic planning), and the project level (monitoring of costs and resource efficiency). The significance of modern financial instruments – such as green bonds, grant programs, energy performance contracting (EPC), and public-private partnership (PPP) mechanisms – is substantiated as a means to diversify funding sources and integrate Ukrainian projects into the European capital market. It is demonstrated that the efficient organization of financial control is a prerequisite for implementing long-term investment decisions, enhances investment attractiveness, and ensures a balance between economic efficiency, environmental responsibility, and social benefit. The research findings confirm that under contemporary conditions, financial control extends beyond traditional legality and discipline verification, transforming into a strategic management tool that forms the basis for sustainable development and strengthens Ukraine’s competitive position in a globalized environment.
