Abstract:
The article provides a theoretical and methodological analysis of the management of enterprise cluster development in the countries of the European Union in the context of the growing trend of digitalization. It is substantiated that the cluster form of production organization in the European space acts as an important mechanism for combining public policy, entrepreneurial initiative, research potential, and regional smart specialization strategies. The essence of a cluster association is revealed as a networked socioeconomic system within which the interaction of enterprises, educational institutions, innovation centers, public authorities, and professional associations ensures a synergistic effect, increases competitiveness, and contributes to the formation of sustainable value chains. Special attention is paid to digitalization as a new institutional dimension of cluster development. It is proved that digital platforms, analytical systems, cloud infrastructure, artificial intelligence, automation of management processes, and cybersecurity are gradually becoming basic conditions for coordinating participants in cluster ecosystems. To substantiate this position, the article uses data from the 2024 annual reports of European banking groups, including ING Group, Raiffeisen Bank International, Banco Santander, Cr?dit Agricole, Deutsche Bank, Danske Bank, and BNP Paribas Fortis. It is shown that banking groups, although they are not clusters in the classical sense, demonstrate a logic close to that of a digital cluster ecosystem, combining financial services, customer platforms, IT infrastructure, data analytics, and partner networks. It is concluded that digitalization in modern cluster and cluster-like structures performs not only a technological but also an organizational and managerial function. For Ukraine, adapting the European experience of digital cluster management is an important prerequisite for integration into the production, innovation, and technological networks of the European Union.
