Анотація:
Європейські моделі повоєнного відновлення сформувалися в різних історичних та інституційних умовах, що зумовлює потребу в їх системному порівнянні для обґрунтування моделі публічного управління повоєнним відновленням України. Метою статті є порівняльний аналіз досвіду Німеччини після 1945 р., Хорватії в 1990–2000-х рр. і Боснії і Герцеговини після 1995 р. за єдиною аналітичною рамкою з 9 критеріїв. Дослідження виконано на основі компаративного крос-кейсового аналізу з використанням наукової літератури, нормативно-правових документів і матеріалів міжнародних організацій. За результатами аналізу виокремлено три моделі публічного управління повоєнним відновленням: державоцентричну (Німеччина), євроінтеграційну (Хорватія) та модель зовнішнього протекторату (Боснія і Герцеговина). Вони відрізняються співвідношенням внутрішнього суверенітету та зовнішнього адміністрування, а також фінансовими та інституційними механізмами. Встановлено системні ризики кожної моделі: «пастку спільного прийняття рішень», «порожню європеїзацію» та консервацію зовнішньої залежності без стратегії виходу. Доведено, що регіональні економічні наслідки війни мають довгостроковий характер і лише частково коригуються інструментами відновлення. Наукова новизна полягає в розробці структурованої компаративної рамки для зіставлення європейського досвіду. Практична цінність дослідження полягає в обґрунтуванні комбінованої моделі для України, яка поєднує державоцентричні елементи німецького досвіду з євроінтеграційною обумовленістю хорватського типу та свідомо виключає структурні ознаки зовнішнього протекторату Боснії і Герцеговини.
