Abstract:
Entrepreneurial activity in the modern economy is seen as one of the key factors of economic growth, innovative development, and increasing the competitiveness of countries. It provides the creation of new jobs, contributes to the structural modernization of the economy, stimulates investment and innovation activity, and creates conditions for the efficient use of resource potential and improving the well-being of the population. Today, the entrepreneurial sector is one of the main sources of economic dynamics and adaptation of national economies to changes in the external environment. The aim of this article is to delve into the theoretical aspects of studying entrepreneurial activity in the system of public administration by clarifying its essence, structural components, and substantiating the interconnection between them. The structure of entrepreneurial activity is substantiated, consisting of internal, regional, national, and global levels. For each of these levels, a list of component elements is defined. At the internal level, the elements of entrepreneurial activity are as follows: the entrepreneur and employees, the business model, organizational structure, resource base, and own (internal) potential. The regional level of entrepreneurial activity includes the following elements: industry structures, entrepreneurial clusters, other entrepreneurship and innovation networks, and regional entrepreneurship infrastructures. The national level of entrepreneurial activity consists of economic policy, the regulatory and legal framework, the national innovation system, and unique national financing mechanisms. The global level is represented by global markets, conditions and mechanisms of international competition, transnational business networks, international institutions supporting entrepreneurship, and global innovation systems. 26 of the most significant factors affecting the previously defined elements of the entrepreneurship structure have been identified. For each factor, key indicators are provided, through tracking which the State should exercise control and regulation according to the national entrepreneurship development strategy.
