Abstract:
The article examines the problems of interoperability and digital inclusion of educational ecosystems of higher education institutions in the context of active digital transformation and crisis challenges. It is determined that the modern educational environment is formed as a complex multi-component system of digital platforms, services and information resources, which includes LMS platforms, video conferencing systems, administrative services, cloud environments and digital communication tools. It is found that the key problem of digitalization of education is the insufficient level of interoperability between different platforms, which complicates automatic data exchange, causes duplication of information and negatively affects the efficiency of the educational process. The article analyzes the regulatory and legal framework for the digitalization of education in Ukraine and the European Union. The features of the implementation of the Digital Education Action Plan 2021–2027, the development of digital competencies, academic mobility and the integration of digital services within the European Student Card Initiative, Erasmus Without Paper and eduGAIN are examined. It was determined that the countries of the European Union are actively implementing digital accessibility and inclusion standards in accordance with WCAG 2.1, the European Accessibility Act and the principles of Universal Design for Learning. Special attention is paid to the features of the digital transformation of the higher education system of Ukraine in wartime conditions. The impact of the Strategy for the Development of Higher Education of Ukraine for 2022–2032, mechanisms for distance accreditation of educational programs and the development of integrated digital platforms is analyzed. The functional capabilities of the DigiUni and DigiPlatform projects as examples of the formation of an open digital educational ecosystem are studied. The article systematizes the main barriers of the digital ecosystem, among which technical, organizational, regulatory, infrastructure, architectural, security, cognitive and inclusive barriers are highlighted. The problems of integrating LMS platforms, the lack of API, LTI and xAPI, the use of outdated architectural solutions, the functioning of isolated data repositories and an insufficient level of digital competencies are analyzed. It was found that a significant part of educational platforms does not meet international requirements for digital accessibility, which creates additional difficulties for users with visual, hearing and motor impairments. The results of the study substantiate the need to transition to open integration standards, implement API-oriented architecture, develop inclusive design, modernize digital infrastructure and increase the level of digital competencies of participants in the educational process. Promising directions for the development of a sustainable, safe and interoperable digital educational ecosystem of higher education institutions are identified.
