Abstract: Ensuring that vulnerable groups of the population (IDPs, veterans, people aged 45+) can effectively integrate into the new economic reality is a matter of national security. Currently, there are no tools for comprehensive initial assessment of a person’s professional competencies, which makes targeted modular retraining (reskilling/upskilling) impossible and leads to inefficient use of state resources. The goal of the research is to provide a theoretical and methodological basis for the conception and structural-functional architecture of a State digital tool – the Unified System for Competency Assessment and Citizen Profiling – to preserve human capital among vulnerable groups and optimize State spending on adult education. The work applied a set of general scientific and specialized methods, including: system-structural analysis – to study the domestic institutional landscape; modeling method – to design the digital architecture of the system and the interaction of its elements; and logical-analytical method – to describe the stages and target trajectories of the proposed platform’s functioning. A structural-functional architecture of the State digital platform was developed, based on the interaction between the external user circuit (the «Obriy» web portal) and the internal computational circuit. A four-stage algorithm for its operation was substantiated – from authorization and digital screening to automatic gap analysis using AI algorithms. The logic for distributing citizens along target trajectories of educational and professional development was defined depending on the level of their professional competencies. The scientific novelty of the study lies in shifting from evaluating formal education outcomes to proactively diagnosing a person’s professional competencies and generating their digital resume based on standardized scales integrated with the European ESCO classification and aligned with national professional standards. It has been proved that this approach overcomes the methodological fragmentation of current practices and resolves the «trust crisis» in the labor market. The proposed architecture enables automated detection of competency gaps and optimizes government spending by directing resources solely toward targeted upskilling for critically important professions. This speeds up the integration of vulnerable citizen groups into the recovery economy and acts as an innovative technological driver for ensuring the country’s social resilience.
