Abstract: The article identifies and systematizes global and regional challenges and internal risks facing the Ukrainian electric power sector under the conditions of full-scale war, accelerated integration with the European energy space and global technological transformation. The aim of the article is to substantiate a multi-level structure of risks in Ukraine’s electric power sector and to determine the role of distributed energy systems as a tool for strengthening energy resilience. The methodology combines system, structural-logical, comparative and statistical analysis, SWOT analysis and cause-and-effect modeling. The information base includes analytical reports of the IEA, the World Bank, IRENA, EIA, Energy Community Secretariat and UNDP, as well as Ukrainian and EU regulatory documents. The results show that the main global challenges include climate change, decarbonization, digitalization, distributed energy resources, storage systems, smart grids, virtual power plants and active consumers. Regional threats are related to systematic attacks on electricity infrastructure, the destruction of balancing capacities, integration into the EU electricity market and dependence on imported equipment. Internal risks include excessive centralization of generation, aging networks, shortage of flexible capacity, insufficient development of storage and smart grids, financial instability and fragmented local energy planning. The scientific novelty lies in connecting these risks with the need to develop resilient distributed energy systems at the level of territorial communities.
