Abstract:
The article is dedicated to developing methodological principles for managing the rational use of land by agrarian enterprises under martial law, based on taxonomic ranking. The study aims to fill a scientific gap related to the insufficient adaptation of existing methodological approaches for assessing the efficiency of land use management by agrarian enterprises in wartime conditions. Existing methods mainly consider economic indicators and do not provide a comprehensive assessment of the impact of war-related risks, environmental, social, and managerial factors. The aim of the study is to develop a methodological approach to optimize land use management for agrarian enterprises based on taxonomic ranking of territorial communities using an integrated system of ESG and economic indicators, complemented by indicators of the impact of military actions. The methodological basis consists of a systematic approach, economic-statistical analysis, standardization of indicators, the taxonometric method, ranking, and summarizing official statistical and cadastral data. As a result, a system of indicators for the rational use of agrarian land has been developed, combining environmental, social, managerial, and economic components while taking military factors into account. An algorithm for rating the assessment of territorial communities has been proposed, which includes forming an information base, normalizing indicators, determining benchmark values, calculating an integrated taxonometric index, and ranking the objects of study. The results provide a comprehensive assessment of land resource management efficiency, help identify priority areas for land restoration, and support well-grounded management decisions in conditions of wartime and postwar development. The scientific novelty lies in the development of an adaptive methodological approach that integrates ESG indicators, economic metrics, and parameters of wartime impact into a single system for assessing land use efficiency. The practical value is in the potential application of the proposed methodology by government authorities, territorial communities, and agrarian enterprises for strategic planning, identifying priorities for land resource restoration, and improving the soundness of management decisions.
