Abstract:
The relevance of the study is driven by a practical gap: managerial prescriptions built around the global hybrid equilibrium, including return-to-office policies, rest on premises that do not hold in Ukraine, while the literature offers no systematic account of what should guide Ukrainian HR systems instead. The aim of the article is to reveal the mechanism behind the deviation of flexible work organization patterns in Ukraine's IT sector from the global model of their spread under the influence of successive shocks of different kinds and to substantiate the consequences of this deviation for the staff management system. The research follows the logic of a deviant case study and combines four methods: comparative trajectory analysis based on open secondary data series for Ukraine and for the main groups of countries; criterion-based phase comparison of series measured in different units; typological comparison of the sanitary and the security shocks; and a matrix test of the a priori model of differential sensitivity of staff management subsystems. It is found that the Ukrainian trajectory differs from the global one in type rather than in parameters: instead of the sequence of «surge, correction and plateau», the sector displays «surge, consolidation and deepening», while the divergence point coincides with the security shock of 2022. The mechanism of securing is conceptualized as a double ratchet, where a security shock removes the stable return point and merges the distance with staff relocation. A functional mutation of flexibility is shown: functions of business continuity and staff physical safety are added to the optimization function, which is confirmed by quasi-experimental comparison of specialist subgroups abroad. The scientific novelty lies in arguing that the sensitivity zone of the personnel management subsystem is a function of the shock profile, not a fixed property. The practical value of the results lies in treating flexibility as an infrastructural property of operational resilience and in the diagnosis of the shock profile as a starting point for prioritizing managerial efforts.

Keywords: staff management; flexible work arrangements; staff management subsystems; remote work; staff management system transformation; HR processes; IT companies.
