Abstract: The transformation of the healthcare financing model and the introduction of strategic purchasing have fundamentally changed the role of pricing policy management in non-profit healthcare institutions (NHCI) in healthcare governance. Despite the declared autonomy of healthcare institutions, the systemic contradiction between centralized tariff setting and the managerial responsibility of hospital administrators remains insufficiently explored in the academic literature. This article seeks to address this theoretical and practical gap through an analysis of the regulatory framework and the mapping of powers among key stakeholders within the healthcare sector. The aim of the article is to analyze the institutional and regulatory architecture of pricing policy management in NHCI of Ukraine, identify the specific features of the distribution of powers among key regulatory actors, and systematize the regulatory asymmetries constraining the managerial autonomy of NHCI administrators. The study is based on institutional and system approaches. The method of legal and regulatory analysis was used to examine the legislative framework governing healthcare pricing, while comparative analysis was applied to assess the functions and powers of the key actors within the system. In addition, the methods of generalization, systematization, and logical modeling were employed to identify institutional interrelationships and regulatory asymmetries. The functional role of the principal regulatory acts governing healthcare pricing was assessed. A mapping of powers among the key actors of the pricing system was conducted, and the specific distribution of functions among the Ministry of Health of Ukraine, the National Health Service of Ukraine, healthcare facility owners, and healthcare managers was identified. The study revealed a critical concentration of financial and regulatory powers at the central level of governance, accompanied by the delegation of financial risks to healthcare providers. Five major regulatory asymmetries affecting the financial sustainability and management of healthcare institutions were identified and generalized: tariff asymmetry, autonomy asymmetry, resource asymmetry, information asymmetry, and responsibility asymmetry. The scientific novelty of the study lies in systematization of regulatory asymmetries that constrain the managerial flexibility of NHCI managers in pricing policy formation, and the substantiation of their influence on the distribution of powers, managerial autonomy, and the financial sustainability of healthcare institutions. The findings may be used to improve tariff regulation mechanisms, support the development of the Medical Guarantees Programme, and facilitate managerial decision-making aimed at reducing regulatory imbalances and strengthening the financial sustainability of healthcare institutions.
Keywords: pricing policy management; non-profit healthcare institutions; healthcare financing; Medical Guarantees Programme; institutional regulation; regulatory asymmetries; managerial autonomy.
