Abstract:
In the context of global technological competition, digital transformation of the economy, and the need for Ukraine’s postwar reconstruction, the formation of an efficient national innovation policy has become a strategic priority. The experience of the United States demonstrates that technological leadership depends not only on the scale of research funding but primarily on the quality of innovation governance, institutional capacity, and efficient cooperation between government, science, and business. The relevance of this study is determined by the need to identify opportunities for adapting the U.S. innovation model to Ukrainian conditions. The aim of the article is to analyze the impact of U.S. innovation policy on the development of Ukraine’s innovation policy and to substantiate the possibilities of applying the LIFEG framework proposed by Oleksandr Likhota for evaluating and improving the Ukrainian innovation system. The methodological framework includes systemic, comparative, institutional, structural-functional, and strategic management evaluation methods. The study identifies the main characteristics of the U.S. innovation model, including the strategic role of the State, public-private partnerships, support for fundamental research, efficient technology transfer mechanisms, and knowledge commercialization. It has been found that the main challenge of Ukraine’s innovation system is not only limited financial resources but also the lack of an integrated managerial model for coordinating innovation processes. The article proposes the adapted LIFEG-UA model, which includes assessment of institutional capacity, strategic orientation, innovation financing efficiency, human capital development, technology transfer mechanisms, and economic impact of innovation policy. The findings may be applied by Ukrainian public authorities in developing innovation strategies, defining technological priorities, improving State support mechanisms, and strengthening cooperation between government institutions, research organizations, and business. The proposed approach is particularly relevant for Ukraine’s postwar modernization and transition towards an innovation-driven economic model.
