Abstract:
The implementation of the European Green Deal and the Just Transition policy has intensified the need for the economic restructuring of Ukraine’s coal territorial communities, whose economic development has long been associated with coal mining activities. The aim of the article is to substantiate the priority directions of economic restructuring of Ukraine’s coal territorial communities in the context of the green and just transition based on an analysis of their socioeconomic development, structural challenges, and economic transformation potential. The study employs a system approach, as well as structural, comparative, and statistical analysis, methods of grouping, typology, generalization, and graphical visualization of research results. The information base of the study was formed using official statistical data from the State Statistics Service of Ukraine, open data from the State Tax Service of Ukraine, the Ministry for Communities and Territories Development of Ukraine, strategic documents of the European Union, and materials provided by territorial communities. The empirical basis of the study comprises coal territorial communities of the Western Macroregion of Ukraine. The study provides a comprehensive analysis of the socioeconomic condition of coal territorial communities, identifies the degree of their dependence on coal mining activities, and determines the key structural imbalances and challenges associated with the green and just transition. Priority directions for economic restructuring aimed at diversifying local economies, developing human capital, supporting entrepreneurship, attracting investment, and strengthening the economic resilience of communities are substantiated. The scientific novelty of the study lies in improving methodological approaches to identifying priority directions for the economic restructuring of Ukraine’s coal territorial communities under the conditions of the green and just transition through a comprehensive assessment of their socioeconomic characteristics, structural risks, and development potential. The proposed approaches can be applied by national and local authorities in developing just transition policies, territorial community development strategies, programs for the economic transformation of coal regions, and measures aimed at diversifying local economies.
